Quantre Solution consultants each have over 20 years of operational experience and have successfully developed and facilitated operational assessments for customers over the last 10 years. With Quantre Solutions operational experience, the completion of discovery interviews, data gathering, and process audit tasks are designed to avoid operational disruptions, which create negative impacts to the organization and/or customers. The reason for including these assessments as part of the project design phase is because CDOT wants to ensure that we provide the best products and service possible for the traveling public.

What Is Strategic Forecasting?

ADB supports projects in developing member countries that create economic and development impact, delivered through both public and private sector operations, advisory services, and knowledge support. OED was made responsible for conducting an audit of each completed project for submission to the Bank’s executive board.

  • Activities related to Bank operations evaluation began prior to the origin of the Operations Evaluation Department , now known as the Independent Evaluation Group .
  • An operations strategy that doesn’t mesh with the strategies of the marketing, financial and human resources sectors of the business can put the company at risk for substantial losses.
  • An Operations Assessment also provides visibility to gaps within operational process, procedure documentation, communication workflows, and metrics and benchmarks.
  • A business operations assessment evaluates working effectiveness and suitability of a system or systems through identification of defects, gaps and areas of risk.

This will help provide the ability to implement new or additional operational measures. It provides the ability for increased cross-functional collaboration and knowledge sharing between involved parties. Additionally, it creates enhanced opportunities to provide safety improvements, accountability to stakeholders, increased ability to document and reference lessons learned, and streamline business processes while providing increased system reliability. This paper proposes a set of changes in the organization framework within which the Operations Evaluation Department operates to carry this process forward. Effective July 1, 1973, the Operations Evaluation Division became the Operations Evaluation Department .

Check the different elements of the strategy to make sure they match and reinforce each other. Check that the cost structure specified by the strategy supports the level of quality it requires. Compare the operations strategy targets to company goals in terms of sales, profit and investment to make sure they are consistent. An operations strategy that doesn’t mesh with the strategies of the marketing, financial and human resources sectors of the business can put the company at risk for substantial losses. Compare the strategic goals and targets with actual results at regular intervals during implementation of the operations strategy and the corresponding plans. If there are continuing discrepancies, institute corrective action to bring the performance back to planned levels.

The strategic importance of operations means that an evaluation of operations strategy is critical. The operations strategy must support the overall company goals, supply operational targets that are realistic and propose a plan that the company can implement to achieve the goals and reach the targets.

Strategic Capacity Planning For Products & Services

Country assistance evaluations represented a shift in the Bank’s and OED’s focus. When OED was established, the Bank was essentially dealing with investment lending, and the project was the appropriate evaluation unit to assess Bank performance. With the growing recognition of the importance of a country’s policy environment, the Bank was giving greater attention to a whole country strategy. Country Assistance Strategies , which outlined the Bank’s program in a country for the next several years, became a central focus of Bank-client dialogue. OED responded to this new country focus by shifting from the project to the country as the basic unit of evaluation.

Fewer are capable of improving an operation’s potential without insights identified from analysis of people, processes, and technologies. This operational assessment will evaluate the organization’s operational current state effectiveness and efficiency. The assessment focuses on the overall effectiveness of the operation as well as the alignment of the operation to the organization’s desired state and strategy.

The Board, chaired by the President, as the policy-making organ of ADB, is ultimately responsible for the development effectiveness of ADB operations. Structural autonomy would provide direct reporting to the policy-making entity. A change in this direction would provide greater harmonization with practice in other international institutions, and enhance the external credibility of evaluation results. The need for more autonomy of OED was also stressed in the ADF VIII Donors’ Report and was reiterated in the ADF VIII Midterm Review. This paper proposes a set of changes in the organization framework within which OED operates to carry this process forward. The changes will ensure more independence of OED and provide greater internal and external credibility in its assessments of ADB operations.

Traditional improvement assessments identify root causes to a single operational issue. An Operations Assessment also provides visibility to gaps within operational process, procedure documentation, communication workflows, and metrics and benchmarks.

You may request and the State may allow you to limit the scope of your evaluation if you are able to identify the cause of the operational evaluation level exceedance. CNA’s Operations Evaluation Group analyzes operations and logistics and explores such issues as opportunities for system improvements, efficient and effective use of shared fiscal resources, and whether operations systems should be upgraded or replaced. In 1994, the Committee on Development Effectiveness was created as a standing committee of the Board of Executive Directors and would serve as a replacement for the JAC.

As the company carries out the plan, it must continually evaluate the operations strategy in terms of performance. If operations doesn’t meet its performance goals, the strategy has to be updated with corrective action to put it back on track. A business operations assessment evaluates working effectiveness and suitability of a system or systems through identification of defects, gaps and areas of risk. The assessment also measures the adequacy of output/work and the reliability of the operations. This is an objective look at your business processes and procedures designed to provide you a clear picture of where your business is today and what can be done to make operations more efficient and effective going forward. This involves an assessment through a different set of eyes, an unbiased viewpoint that is based on facts and the learning from best practice information observed in other organizations.

Even operations that are not facing immediate pressures from a pending audit, compliance review, or strategic initiatives benefit from this process. Assessment results provide decision makers a road map for improvements and enhancements along with a gap report to mitigate operational risks discovered. Once we have conducted the business operations assessment, we create a comprehensive report that clearly outlines all findings along with suggested implementation recommendations. We record our meeting so you can listen to the results without having to take notes and then review the details at your convenience. A business operations assessment can help you identify the key factors that are holding back your business and getting in the way of sustained growth. With this knowledge, you are better equipped to streamline your operations and update your strategic plan.

Additionally, as stewards of the taxpayer’s money we must spend funds in the most effective and efficient way possible. In the past, there have been many instances when CDOT completed improvements to the roadway (i.e. paving, striping, widening etc.) and then in a brief period of time, went back to the same location to make additional improvements. This is a wasteful practice and ends up costing the taxpayer additional monies and time spent traveling through construction zones. By considering safety, operations and ITS elements early and throughout the design process, CDOT will optimize its limited resources to make the right decisions for transportation improvements and build public trust by delivering the best projects possible. The purpose of the TSM&O Evaluation is ensure a consistent and inter-disciplinary approach between Maintenance, Access, Regions, Operations, Safety, ITS, and the FHWA to identify operational elements are conscientiously considered early in the project lifecycle.

The Department was placed under the Joint Bank-IFC Audit Committee , which had been created in 1970 to supervise Bank and International Finance Corporation internal and external audit arrangements. Bank Vice President Mr. Mohamed Shoaib supervised the Department and Christopher R. Willoughby was appointed the first Director of the OED.

The OED audit produced the Project Performance Audit Report for submission to the executive board. The PPAR provided an evaluation of the extent to which project objectives stated in the lending documents were achieved and the general effectiveness and efficiency of the lending operation. While initially all projects were to be audited by the OED, the percentage of projects given full audits would decrease over the years.
